Immaculately white, well groomed taxi drivers wait patiently 'down below' for opulent cruise ships to dock in their town of Puerto Vallarta. I watched them from my cabin balcony calmly playing cards, snacking, exchanging stories and chatting on the phone. As soon as the passengers disembarked the mood changed to one of competition as each driver boldly approached tourists with promises of cheap tours and day trips
